Starting in 2005, I began working in emergency management with the George Washington University (GWU) Office of Public Safety & Emergency Management (OPSEM, now called the Office of Emergency Management) under the mentorship of John Petrie and George Nunez. In 2007, I supported the International Association of Fire Fighters (IAFF) to design and develop business continuity and contingency plans. After finishing that project, I began work as a Federal employee for Customs and Border Protection (CBP) in the office of Internal Affairs–where I received my Top Secret clearance.

I began my life as a contractor in 2008 as the Program Coordinator for Terrorism Prevention & Systems Enhancement (TPSE) supporting Customs and Border Protection in Springfield, VA for QinetiQ North America. Later that year I received a job offer to work with URS Corporation as a homeland security/emergency management analyst. During my time with URS, I deployed to disasters for FEMA and the US Navy, supported an explosive ordinance disposal (EOD) project in Poland, designed and developed continuity of operations (COOP) plans for agencies such as NASA and the US Postal Service, and conducted emergency management exercises for the US Department of Homeland Security (DHS) Office of Infrastructure Protection (OIP).

In 2010 I accepted an offer with MSA, Inc as an associate director of the Homeland Security & Emergency Management division. At MSA, I have the pleasure to work with a great team of experts and we’ve been fortunate to grow in leaps and bounds. To date, at MSA, I’ve supported various Federal agencies, such as the National Science Foundation (NSF), the National Credit Union Administration (NCUA), the Small Business Administration (SBA), the US Department of Health and Human Services (HHS) Assistant Secretary for Preparedness and Response (ASPR), the Centers for Medicare and Medicaid Services (CMS), Administration for Children and Families (ACF), US Arctic Research Commission, and the US Agency for International Development (USAID). I’ve also had the pleasure to work with state, local, and institutions of higher education, such as the supporting District of Columbia (DC) Health Emergency Preparedness and Response Administration (HEPRA) with closed points of distribution (POD) exercises, Charles County, MD with their hazard mitigation plan update, SUNY Sullivan college with an active shooter tabletop exercise (TTX) and a hazardous materials (HAZMAT)/mass-casualty incident (MCI) full-scale exercise (FSE), and a natural disaster TTX with the College of Southern Maryland (CSM).

I am a DHS-certified instructor in Homeland Security Exercise and Evaluation Program (HSEEP) as well as many FEMA courses. This year I earned my FEMA Level 1 Professional Continuity Practitioner and Level 2 Master Continuity Practitioner and was accepted into FEMA’s Master Exercise Practitioner (MEP) with a completion date of September 2012. Additionally, I’m a member of the Metropolitan DC Association of Contingency Planners, the Maryland Emergency Management Association (MEMA), the International Association of Emergency Managers (IAEM), and a proud founding member of the IAEM Emerging Technology Caucus.

  1. Hi Todd,

    I’m going to make an assumption leap that Chevy Chase Patch has something to do with Chevy Chase, MD. Cool! our paths cross on 2 points — geographically and professionally. I lived in CC many years ago (4th-6th grade elementary school) on Nottingham Dr. Been back a couple times to see the old neighborhood when visiting my “kids” (now 27 & 29) and their spouses who live in NW DC and Silver Spring. I now live in MA and work as an independent consultant in healthcare preparedness, emergency management, and GIS.

  2. I don’t recall Friendship Village but I attended Somerset Elementary School in the 4-6th grade — many years ago. Might have been at a different location than now. I’ll try to let you know next time I’m down that way.
